When it comes to water rights, use it or lose it.  “The company [Phelps-Dodge] deeded 20 acre-feet of water to the village of Pecos in March. But when the village filed the transfer request in April, exactly what the company feared would happen, did.  The State Engineer’s Office is now saying that the entire 2,200-plus acre-feet of water rights no longer exist because they haven’t been used in so long.”
